Highlights of the $3.73 Trillion Budget Request for 2012
WASHINGTON—President Barack Obama released a $3.73 trillion budget for fiscal-year 2012 Monday where he sought to balance two competing and conflicting agendas: dramatic cuts to federal spending while also investing in programs to improve U.S. competitiveness.

Summary: Homeland Security gets $44 Billion with a priority on naked body scanners. The Transportation Department gets over a half Trillion dollars for new highway and rail construction, including $53 billion for high-speed trains. $500 million will go to the new Bureau of Ocean Energy Management and Enforcement (See my article on LOST.) and NIST, the group that dropped the ball on the Sept. 11th investigation will be getting $764 million, roughly a 17% increase from last year.

Debt now equals total U.S. economy

President Obama projects that the gross federal debt will top $15 trillion this year, officially equaling the size of the entire U.S. economy, and will jump to nearly $21 trillion in five years’ time.
Amid the other staggering numbers in the budget Mr. Obama sent to Congress on Monday, the debt stands out — both because Congress will need to vote to raise the debt limit later this year, and because the numbers are so large.

FBI can obtain phone records without oversight, Justice Dept memo claims
Without court oversight, the nation’s top law enforcement agency can obtain domestic records of telephone conversations made to international receivers, the Justice Department claimed recently.
“[The Office of Legal Counsel] agreed with the FBI that under certain circumstances (word or words redacted) allows the FBI to ask for and obtain these records on a voluntary basis from the providers, without legal process or a qualifying emergency,” the Justice Department’s inspector general said in a recent report by McClatchy Newspapers.
The claim put forth in the document released to McClatchy seemed to indicate that the Obama administration has continued the previous administration’s policies.
The Bush administration maintained that the FBI needed such policing powers in order to stop possible terrorism. Critics of the FBI’s surveillance program stated that the tactic was frequently applied in abusive manners.

Barack Obama and Canadian Prime Minister Stephen Harper quietly have taken a major step toward erasing the border between the two nations with a new “Beyond the Border” bilateral declaration.
In a ceremony designed to remain below the radar of national public opinion, Obama and Harper bypassed Congress to sign on the basis of their executive authority a declaration that put in place a new national security vision defined not by U.S. national borders, but by a continental view of a “North American perimeter.”
It happened Friday, the day the Obama administration usually pushes through issues that it prefers the media ignore.
By signing the declaration, the Obama administration has implemented without congressional approval a key initiative President Bush began under the Security and Prosperity Partnership of North America, moving the United States and Canada beyond the North American Free Trade Agreement, commonly known as NAFTA, toward a developing North American Union regional government.
The declaration signed by the two heads of state and titled “Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness,” was described as “For Immediate Release” on the websites of the White House and the Canadian chief executive.

Record U.S. deficit projected this year
The still-fragile economy and fresh tax cuts approved by Congress last month will drive the federal deficit to nearly $1.5 trillion this year, the biggest budget gap in U.S. history, congressional budget analysts said Wednesday.
The grim forecast from the nonpartisan Congressional Budget Office came hours after President Obama called in his State of the Union address for Republicans and Democrats to work together to rein in record deficits that are pushing the national debt into uncharted territory. At $1.5 trillion, the deficit would equal 9.8 percent of the economy, the CBO said, making it one of the largest by that measure since the end of World War II.
Lawmakers scrambled on Wednesday to respond to the darkening budget picture, with Republicans pressing their call for sharp and immediate cuts in domestic spending. Twenty-one Senate Republicans, meanwhile, unveiled a plan to amend the Constitution to require balanced budgets, a top priority of the tea party movement.
Democrats resisted both initiatives, arguing that amending the Constitution, a lengthy process that requires a vote in all 50 state legislatures, would do little to address the current problem. They dismissed as “drastic” a proposal by House Republicans to slash $100 billion from the current budget, arguing that cuts of that magnitude would endanger a million jobs on public- and private-sector payrolls at a time when the unemployment rate already stands at 9.4 percent.

Former Hawaii elections clerk Tim Adams has now signed an affidavit swearing he was told by his supervisors in Hawaii that no long-form, hospital-generated birth certificate existed for Barack Obama Jr. in Hawaii and that neither Queens Medical Center nor Kapi’olani Medical Center in Honolulu had any record of Obama having been born in their medical facilities.

Adams was employed at the City and County of Honolulu Elections Division from May 2008 through September 2008.
His position was senior elections clerk, overseeing a group of 50 to 60 employees responsible for verifying the identity of voters at the Absentee Ballot Office. It was in this capacity that Adams became aware of the search for Obama’s birth-certificate records.
