(2) The table of sections at the beginning of such chapter is amended by adding at the end the following new item:
‘‘985. Persons convicted of capital crimes: denial of certain burial-related benefits.’’.
(b) APPLICABILITY.—Section 985 of title 10, United States Code, as added by subsection (a), applies with respect to persons dying after January 1, 1997.
SEC. 1078. RESTRICTIONS ON THE USE OF HUMAN SUBJECTS FOR TESTING OF CHEMICAL OR BIOLOGICAL AGENTS.
(a) PROHIBITED ACTIVITIES.—The Secretary of Defense may not conduct (directly or by contract)—
(1) any test or experiment involving the use of a chemical agent or biological agent on a civilian population; or
(2) any other testing of a chemical agent or biological agent on human subjects. Read more…
Over 140 hurt as Egyptians rally against military rulers
Thousands march to Defense Ministry calling for reforms and chanting ‘peaceful, peaceful.’
At least 143 people were injured in the Egyptian capital this weekend when thousands of demonstrators fought opponents with stones on their march to the Defense Ministry to urge their military rulers to speed up reforms, witnesses said.
They said most of the injuries occurred Saturday when civilians, believed to be thugs, hurled barrages of stones and firebombs at protesters, who fought back with stones torn up from pavements.
Al-Masry Al-Youm newspaper estimated 143 people were hurt in the clashes, while state-run Al-Ahram on Sunday put the figure as high as 296, quoting a health official.

‘Super Congress’: Debt Ceiling Negotiators Aim To Create New Legislative Body
WASHINGTON — Debt ceiling negotiators think they’ve hit on a solution to address the debt ceiling impasse and the public’s unwillingness to let go of benefits such as Medicare and Social Security that have been earned over a lifetime of work: Create a new Congress.
This “Super Congress,” composed of members of both chambers and both parties, isn’t mentioned anywhere in the Constitution, but would be granted extraordinary new powers. Under a plan put forth by Senate Minority Leader Mitch McConnell (R-Ky.) and his counterpart Majority Leader Harry Reid (D-Nev.), legislation to lift the debt ceiling would be accompanied by the creation of a 12-member panel made up of 12 lawmakers — six from each chamber and six from each party.

Massive ice island drifts toward Canada
A Manhattan-sized chunk of ice that broke off a glacier in Greenland nearly a year ago is drifting toward the coast of Newfoundland, Canada — providing a stunning sight to scientists and curiosity-seekers but also posing a potential threat to ships.
The ice island is 20 square miles — roughly 6.2 miles long and 3.1 miles wide. It was formed when a 97-square-mile chunk of ice broke off Greenland’s Petermann Glacier on Aug. 5, 2010, possibly due to warming of the Atlantic Ocean.
The ice island, the largest single chunk remaining from the massive parent chunk, has been winding its way through Arctic waters ever since.
In the past few days, it has been moving south at a rate of 5 to 6 miles per hour. On Thursday, it was about 11.5 miles off the Labrador coast, drifting toward Newfoundland, said Lionel Hache, senior ice forecaster with Canadian Ice Service in Ottawa. The Ice Service, a department of Environment Canada, has been tracking the movement of the ice island.

Drought in Somalia, Kenya, Ethiopia and Djibouti is pushing tens of thousands of people from their homes as millions face food insecurity in a crisis visible from space. ESA’s SMOS satellite shows that the region’s soil is too dry to grow crops.
Somalis, who already face war in their country, have been fleeing to neighbouring countries in search of refuge. In Kenya’s Dadaab refugee camp, for example, over 1000 people – mostly children – arrive daily, severely dehydrated and malnourished.
