U.S. military considers mandatory evacuations in Yokosuka, Japan
Washington (CNN) — The U.S. military is considering the mandatory evacuation of thousands of American troops and their families in Japan out of concern over rising radiation levels, a senior defense official tells CNN.
The official, who did not want to be on the record talking about ongoing deliberations, says there are no discussions to evacuate all U.S. troops across the country. The talks have focused exclusively on U.S. troops in Yokosuka, just south of Tokyo, the official said. Yokosuka is home to America’s largest naval base in Japan. The military is monitoring radiation levels on a constant basis.

India watchful of threat from China
NEW DELHI: “India is conscious and watchful of the implication of China’s evolving military profile in the immediate and extended neighborhood,” says Indian Defence Ministry’s Annual Report for 2010-11.
Even as the report says that the country’s relation with China are of “crucial importance” and its policy is to engage Beijing is based on principles of “mutual trust and respect and sensitivity for each other” it has made it obvious that Chinese specific military preparations by India are under consolidation and will gain momentum in future.
Indian military formations, till now have been mostly field formations capable of undertaking operations in plains and not high altitude mountainous terrain which comprises country’s borders with China.
The rising military budget has enabled India to raise mountain divisions and shop for weapon systems that can help her conduct operations against China. At least 110 Tomahawk missiles fired at Libya:US

WASHINGTON (AFP) – US and British forces have fired at least 110 Tomahawk cruise missiles into Libya against Moamer Kadhafi’s air defense sites, a top US military officer said Saturday.
Vice Admiral William Gortney told reporters that “earlier this afternoon over 110 Tomahawk cruise missiles fired from both US and British ships and submarines struck more than 20 integrated air defense systems and other air defense facilities ashore.”
The first missile struck at 1900 GMT following air strikes carried out earlier by French warplanes, said Gortney, director of the US joint staff.
“It’s a first phase of a multi-phase operation,” he said.
One British submarine joined with other US warships in the missile attack, he added.
“Because it is night over there, it will be some time before we have a complete picture of the success of these strikes,” the admiral said
Russia to spend $700 bln on new weapons

MOSCOW (AP) — President Dmitry Medvedev said Friday that Russia will spend the equivalent of $700 billion by 2020 to modernize the military’s aging arsenals, but sternly warned arms industries against jacking up prices.
Medvedev said the new plan should re-equip the armed forces, which have mostly relied on Soviet-built weapons, but some analysts say that the ambitious program that envisages procurement of 600 new warplanes, 100 ships and 1,000 helicopters is unfeasible because of a steady decline of the nation’s once-proud arms industry.
Medvedev, speaking at a meeting with the top military brass, harshly criticized domestic arms makers for failing to meet Russia’s weapons orders last year and said that the culprits will be punished.

Chinese Troops Seen in Mexico
Rumors have begun to circulate around the internet this week regarding various sources having seen Chinese Troops and military bases set up just north and south of the US border. The simple logic of such a situation defies the sane mind. “If this were true, the United States Government would have to be either directly involved, or completely failed in terms of intelligence. Either of which could actually be a possibility in this day and age. The real concern surrounding this issue is how such a story could be perceived by the National Security and Affairs Department.

Russian military to purchase 600 planes, 100 ships

MOSCOW – Russian news agencies are citing Defense Ministry officials as saying the country will spend $650 billion to equip its dilapidated military with 600 new warplanes, 100 ships and 1,000 helicopters by 2020.
The agencies quote First Deputy Defense Minister Vladimir Popovkin as saying Thursday that the ambitious plan envisages eight new nuclear submarines and two Mistral aircraft carriers in addition to the two that Russian is buying from France.
The announcement comes during a large-scale streamlining of personnel in Russia’s bloated and poorly equipped armed forces. The unpopular reforms of Defense Minister Anatoly Serdyukov have seen as many as 200,000 officers lose their jobs and nine of every 10 army units disbanded.
Army wants rapid-fire rubber bullets for crowd control
THE US army is planning to field “rubber bullets” for machine guns. Military officials claim the ammunition will allow them to more effectively quell violent protests without loss of life, but human rights campaigners are alarmed by the new weapon.
The final design for the XM1044 round has not been selected, according to an order placed on the Federal Business Opportunities website last month, but the army’s Joint Non-Lethal Weapons Directorate has been working on a ring aerofoil projectile for some years. The round is a hollow plastic cylinder 40 millimetres across, looking something like a short toilet-paper roll. In flight its shape generates lift, giving it a longer range.
