UNITED NATIONS — Bolivia will this month table a draft United Nations treaty giving “Mother Earth” the same rights as humans — having just passed a domestic law that does the same for bugs, trees and all other natural things in the South American country.

Deaths and thousands infected with dengue in Paraguay and Bolivia
“We have 18 dengue deaths confirmed in Paraguay and 2.500 infected of which 1.300 are hospitalized” said Ivan Allende head of the Sanitary Vigilance Department in Asuncion. He also called on the population to immediately report to a clinic or hospital on suspicion of having contracted the disease, which again reappeared with extreme force in late December with the rainy season.
“In previous years we never had so many people hospitalized” added Allende who indicated that only zero temperatures can help eliminate the mosquito larvae. “Until then we must insist people must collaborate watching out for stagnant water in bottles, old tyres, and flower pots and obviously in toilets and sewage”.

Chávez’s purchase of $15 billion in weapons causes concern in Latin America
Venezuelan President Hugo Chávez’s purchases of weapons totaling more than $15 billion causes concern in Latin America.
With the acquisition of hundreds of tanks, helicopters and bulletproof vehicles as well as submarines and missile networks, Venezuela is arming itself at a speed unprecedented in the history of the South American country.
Experts consulted by El Nuevo Herald have said that Hugo Chávez’s has created unrest in the region with purchases to expand its military that total more than $15 billion.
The analysts warned that the purchases are made in an improvised fashion, following a “dubious” process with no bidding or prior studies, which could lead the country to acquire a Russian technology difficult to adopt and rejected by segments of the National Armed Forces.

China Approves Kuwaiti Refinery
BEIJING—China has given final approval to Kuwait to build an oil refinery in the south of the country in a joint venture with China Petroleum & Chemical Corp., a person with firsthand knowledge of the decision said Tuesday.
China, dependent on oil imports, has been making deals with major producers to process more crude domestically.
The $9 billion project between Kuwait Petroleum Corp. and Asia’s largest refiner by capacity, also known as Sinopec, has been under negotiation for more than five years. Libya: Colonel Gaddafi ‘flees’ to Venezuela as cities fall to protesters
Credible Western intelligence reports say that Muammar Gaddafi has fled Libya and is on his way to exile in Venezuela, according to William Hague, the foreign secretary.
Following an emergency EU meeting of foreign ministers on the situation in Libya, Mr Hague was asked if Britain, or other Western countries, knew if Col. Gaddafi had left Tripoli.
“About whether Col. Gaddafi, is in Venezuela, I have no information that says he is although I have seen some information that suggests he is on his way there,” he said.
