Over the past few days, EU countries have faced historically difficult decisions without being able to reach agreement.
The indecision has seriously questioned the determination that European countries are able to muster, both in NATO and in the European Union.
The countries seem to have reached agreement on handing over the responsibility for the Libya operation to NATO. The breakthrough has, however, come so late that credibility has already been lost.

Nato takes over Libya no-fly zone
Nato has agreed to take command of enforcing the no-fly zone over Libya from the US.
But Secretary General Anders Fogh Rasmussen made clear that other aspects of the operation would remain in the hands of the current coalition for now.
Nato has been locked in dispute about whether to take charge of the mission to enforce a UN resolution.
It is believed there are differences of opinion whether attacks on ground troops should form part of the action.
Coalition raids on Libya are meanwhile continuing for a sixth consecutive night.
Mr Rasmussen has insisted there is no split on the military handover, saying Nato is still considering whether to take on the “broader responsibility”.
The handover of the no-fly mission could come as early as this weekend.

Russia warns of “full-scale military action” following Security Council vote on Libya

Following a decision by the UN Security Council to take “all necessary measures” against Libyan leader Muammar Gaddafi, Russian politicians and experts are warning of further destabilization in the region.
The UN Security Council voted on Thursday to impose a no-fly zone, which includes the possible use of military force, against pro-Gaddafi forces.
Presently, the Libyan strongman’s military is successfully beating back a large anti-government uprising, and is in the process of consolidating his forces around Benghazi, a city to the north where the “interim Libyan government” is penned in.
Diplomats said the resolution, which was written in the eleventh hour of the Libyan conflict, allows for a wide range of actions, including strikes on air-defense systems and missile attacks from ships.
Indeed, full-blown military activity could commence “within hours,” they said.

Libya: West ready to use force against Col Gaddafi amid chemical weapon fears
The Prime Minister disclosed that he would not rule out “the use of military assets” as Britain “must not tolerate this regime using military forces against its own people”. Britain and America are also thought to be considering arming rebel forces in Libya.
Adding to growing concern about the crumbling regime’s ability to commit last desperate acts of mass murder, British sources have disclosed that Libya still has stocks of mustard gas chemicals.
Mr Cameron told MPs that Britain and its allies were considering using fighter jets to impose a no-fly zone over Libya, patrolling and shooting down Libyan aircraft ordered to attack protesters.
The Pentagon announced that the Americans had begun “repositioning forces” around Libya to provide “flexibility”. The French also announced that they would back a possible military intervention with Nato partners.

U.S., NATO worry about European defense cuts
BERLIN — First, Germany announced that it would suspend its draft, ending one of the touchstones of its post-World War II society. Then Britain and France, frequent rivals since at least the Norman Conquest, announced plans to share military equipment and research. And smaller countries across Europe are cutting defense budgets and shrinking militaries that were never large to begin with.
European policymakers say that the cuts are necessary given their financial straits, and that training, not sheer numbers, is what matters in a post-Cold War world.

NATO Warns of Food Crisis and More Unrest, Prices Increase 15% in Four Months

NATO Saw Potential For Russian Tactical Nuke Use, Cable Says
NATO in 2009 judged that the Russian armed forces remained ready to use tactical nuclear arms to respond to low-level or other military conflicts, the Associated Press reported yesterday (see GSN, Feb. 14).
In general, the alliance assessed that Russia’s military was prepared to deal with no more than a medium-level conflict in the nation’s western sector, according to a diplomatic dispatch from the U.S. mission to NATO made public by the transparency organization WikiLeaks. Two large-scale Russian military drills conducted in 2009 were handicapped by personnel shortfalls and outdated technology, the document said (Slobodan Lekic, Associated Press/Google News, Feb. 14).
“(Russia is) still relying on the use of tactical nuclear weapons, even in local or regional conflicts,” the Xinhua News Agency quoted the dispatch as saying.
NATO’s conventional military edge is thought to be a key reason for the nuclear power’s continued holding of an estimated 2,000 battlefield nuclear weapons within Russian borders. Comparatively, the United States is believed to have only 200 nonstrategic nuclear arms fielded in five NATO states.
Washington has announced it wants to begin talks within one year with Moscow on negotiating a pact that would limit the two sides’ tactical nuclear weapons. The former Cold War antagonists recently enacted the New START arms control pact, which caps each sides’ deployed strategic nuclear arsenal at 1,550 (Xinhua News Agency/People’s Daily Online, Feb. 15).
