Chemical spill fear after dike breached

Authorities say situation under control as sea defenses rebuilt
DALIAN, Liaoning – Towering waves whipped up by tropical storm Muifa breached sea defenses protecting a petrochemical plant near a northeastern coastal city on Monday, raising fears of a toxic spill, before the breaches were plugged with thousands of tons of rocks and concrete slabs.
At about 3:30 am, two sections of a dike, each at least 30 meters wide, were breached by waves up to 20 meters high at the Jinzhou Industrial Zone in Dalian city, Liaoning province, according to local authorities.
The breaches threatened toxic chemical tanks at the petrochemical plant, located about 30 kilometers from downtown Dalian.
The nearest tanks were located about 50 meters away from the dike.
As of Monday evening, authorities had yet to confirm or deny if leaks had occurred in any of the tanks.

Landslides triggered by torrential rain in South Korea have killed a total of 18 people, police and a rescue agency said Wednesday.
They said 12 people died when a mudslide hit an inn and three homes in the mountainous Chuncheon area 100 kilometres (60 miles) east ofSeoul. Five people were killed in a mudslide in southern Seoul and one elsewhere in the city.

Typhoon Ma-on approaches Japan
Typhoon Ma-on is threatening the Japanese island of Shikoku. According to forecasters, the typhoon is likely to make landfall on Wakayama Prefecture (Honshu Island) early on July 20th. Later on Wednesday, July 20th or early on Thursday, July 21st, the typhoon, weakened by that time into a category-one storm, is expected to hit the south of Kanto Plain and Tokyo-Yokohama metropolitan area. Consequently, heavy downpours and strong winds are forecast while flash floods and landslides remain possible. Power cuts, telecommunication and water outages are possible in affected areas. Transport disruptions are also expected as the typhoon could force the closure of several airports including Osaka International airport, Tokyo International Airport (Haneda) and Narita International Airport. Ferry and train services (including the high-speed trains Shinkansen) are likely to be disrupted in southern and central Honshu.

Americans brace for monster winter blizzard
The Rockies got an early blast from an ice storm that glazed the Denver metropolitan area on Monday, snarling traffic and forcing delays at Denver International Airport, followed by snowfall and plunging temperatures.
Denver’s high for Tuesday was forecast at 1 degree below zero Fahrenheit, with a low of minus 17 degrees and wind-chill values at 30 below predicted for overnight Tuesday.
But the nation’s midsection was expected to bear the brunt of the latest winter storm.
The National Weather Service issued a blizzard warning and hazardous weather outlook for the Chicago area, calling for frigid temperatures, wind gusts as high as 50 miles per hour and heavy snow on Tuesday.
The storm could be the biggest since a 1967 blizzard paralyzed the city, Chicago officials said.
