China-Russia relations and the United States: At a turning point?
By Dr. Richard WeitzSince the end of the Cold War, the improved political and economic relationship between Beijing and Moscow has affected a range of international security issues. China and Russia have expanded their bilateral economic and security cooperation. In addition, they have pursued distinct, yet parallel, policies regarding many global and regional issues.
Yet, Chinese and Russian approaches to a range of significant subjects are still largely uncoordinated and at times in conflict. Economic exchanges between China and Russia remain minimal compared to those found between most friendly countries, let alone allies.
Although stronger Chinese-Russian ties could present greater challenges to other countries (e.g., the establishment of a Moscow-Beijing condominium over Central Asia), several factors make it unlikely that the two countries will form such a bloc.
The relationship between the Chinese and Russian governments is perhaps the best it has ever been. The leaders of both countries engage in numerous high-level exchanges, make many mutually supportive statements, and manifest other displays of Russian-Chinese cooperation in what both governments refer to as their developing strategic partnership.

NavyAdm. Robert F. Willard said during a hearing of the Senate Armed Services Committee that China’s intentions behind its decades-long buildup remain hidden and are undermining stability in the Asia-Pacific region.
The four-star admiral said the arms buildup is understandable because of China’s economic rise, but “the scope and pace of its modernization without clarity on China’s ultimate goals remains troubling.”
“For example, China continues to accelerate its offensive air and missile developments without corresponding public clarification about how these forces will be utilized,” he said.

China Inflation Is `Somewhat Out of Control’ on Weak Currency, Soros Says
China’s decision to keep its currency weak has caused the government to lose control of inflation and risks fuelling wage-price gains, billionaire investor George Soros said.
While the policy helped insulate China from the financial crisis in 2008, the world’s second-biggest economy has missed its chance to allow the yuan to appreciate to tame inflation, Soros, chairman of Soros Fund Management LLC, said yesterday at a conference in Bretton Woods, New Hampshire.
“It would be very advantageous to allow the currency to appreciate as a way of controlling inflation,” Soros said. “The authorities missed that opportunity. You now have inflation somewhat out of control, and causing some serious danger of wage-price inflation.”

China and US gang up on N Korea
THE strategic rivals China and the US have been secretly sharing intelligence about North Korea.
Leaked records of highly sensitive US-China defence consultations reveal that despite Chinese complaints about US arms sales to Taiwan, and American concerns about a growing Chinese espionage threat, the CIA, the Office of the Director of National Intelligence and the US Defence Department have held secret talks on North Korea with Chinese military intelligence.
According to US diplomatic cables obtained by WikiLeaks and provided exclusively to the Herald, US-Chinese defence talks held in Beijing in July 2009 included long exchanges about North Korea between the US Under Secretary of Defence for Policy, Michele Flournoy, and top Chinese generals.

China Buys 47% of the World’s Gold
China is panicking.

Over 1.3 billion inflation-nervous Chinese eye gold
In January 2010, China recorded an inflation rate of 1.5%. But just 12 months later, the rate of Chinese inflation has climbed to 4.9%.
Rising inflation has sent food and property prices in China skyrocketing.
The price of food in China, for instance, has increased 10.3% on an annual basis; grain saw an increase of 15.1% and fruit is up 34.8% since January of last year:
China’s rising inflation stems from the $585 billion economic stimulus package its leaders pushed through in the depths of the financial crisis two years ago.

U.S. wants to use India in missile shield against Russia, China
The United States has been trying to rope in India for its plans to build a global missile defence system threatening Russia and China, the Komsomoloskaya Pravda, a popular Russian daily published from Moscow reported on Thursday.
In a story based on the WikiLeaks releases, the report said the U.S. has not only been planning to deploy a missile shield against Russia in Europe, but had also been negotiating with countries along Russia’s borders, such as Japan and India, to jointly build missile defences that would also target Russia.
“The noose [around Russia] is tightening,” the newspaper said. “Thanks to WikiLeaks, it has become known that Washington has been simultaneously conducting talks with countries in other parts of the world for building U.S. missile defences on their territories. Those are different countries, but they form a chain around Russia.”
A 2007 confidential cable from the U.S. embassy in New Delhi carried by the daily refuted media reports that India had abruptly turned its back on a 2005 agreement with the U.S. to cooperate on missile defences. The cable said the Indian media had misinterpreted remarks by External Affairs Minister Pranab Mukherjee after the Russia-India-China trilateral meeting in Harbin, China, on October 24, 2007. Mr. Mukherjee had dismissed as “groundless” the idea that India was going to join a U.S.-led missile defence system.
Misconstrued
“MEA contacts confirm this did not mean India was not interested in continuing to cooperate with the U.S. on missile defence technology and that there has been no change from the current level of bilateral missile defence cooperation,” the U.S. embassy cable said.
The “MEA contacts” explained that Mr. Mukherjee’s comments were “misconstrued” by the Indian press. When Mr. Mukherjee said that “India does not take part in such military arrangements,” the officials said, he had had in mind the U.S. plan to install a missile-detection system in Europe, which his Russian and Chinese counterparts referred to in the same press interaction. China closes half the nation’s dairies
China on Sunday ordered the closure of nearly half the nation’s dairy companies in an attempt to clean up an industry blighted by scandal.
The General Administration of Quality Supervision, Inspection and Quarantine, says of over 1,100 dairies inspected, 426 failed to pass the licensing renewal test.
Another 107 were ordered to suspend production until they improved operations.
Fearing many dairy owners will ignore the production ban and secretly resume operations, officials also issued a warning. “Production without a license will be strictly punished according to the law,” the agency said.

Genetically modified cows produce ‘human’ milk
The scientists have successfully introduced human genes into 300 dairy cows to produce milk with the same properties as human breast milk.
Human milk contains high quantities of key nutrients that can help to boost the immune system of babies and reduce the risk of infections.
The scientists behind the research believe milk from herds of genetically modified cows could provide an alternative to human breast milk and formula milk for babies, which is often criticised as being an inferior substitute.
They hope genetically modified dairy products from herds of similar cows could be sold in supermarkets. The research has the backing of a major biotechnology company.
The work is likely to inflame opposition to GM foods. Critics of the technology and animal welfare groups reacted angrily to the research, questioning the safety of milk from genetically modified animals and its effect on the cattle’s health.
But Professor Ning Li, the scientist who led the research and director of the State Key Laboratories for AgroBiotechnology at the China Agricultural University insisted that the GM milk would be as safe to drink as milk from ordinary dairy cows.
