Vladimir Putin offers to relocate 100 Million Japanese
Vladimir Putin has offered up a plan to relocate 100 Million Japanese to Russia’s far east in advent of a worst case nuclear scenario.
In the advent that central Japan would become a uninhabitable because of nuclear contamination, Russia is offering a long term lease of Russia’s far east including Kamchatka and Sakhalin Island. Certainly there would be an astronomical dollar value attached to the deal but Japan may need a homeland and Russia can use an extra Trillion dollars per year. China has been pushing hard on Russia’s southern border and the great untapped resources of the region represent the greatest undeveloped area on the earth.
Recent droughts and floods have contributed to increases in food prices
These are pushing millions more people into poverty and hunger, and are contributing to political instability and civil unrest. Climate change is predicted to increase these threats to food security and stability. Responding to this, the world’s largest agriculture research consortium today announced the creation of a new Commission on Sustainable Agriculture and Climate Change.
Chaired by the United Kingdom’s Chief Scientific Adviser, Professor Sir John Beddington, the Commission will in the next ten months seek to build international consensus on a clear set of policy actions to help global agriculture adapt to climate change, achieve food security and reduce poverty and greenhouse gas emissions.
There is a rich body of scientific evidence for sustainable agriculture approaches that can increase production of food, fiber and fuel, help decrease poverty and benefit the environment, but agreement is needed on how best to put these approaches into action at scale. Russia emerges as unlikely energy safe haven
AFP – Turning the page on former disappointments, the world’s energy giants are flocking to Russia, whose vast resource riches look even more tempting at a time of turbulence in the Middle East.

EARTHQUAKE WARNING FROM RUSSIAN INSTITUTE of PHYSICS of the EARTH
A new report released today in the Kremlin prepared for Prime Minister Putin by the Institute of Physics of the Earth, in Moscow, is warning that the America’s are in danger of suffering a mega-quake of catastrophic proportions during the next fortnight (14 days) with a specific emphasis being placed on the United States, Mexico, Central America and South American west coast regions along with the New Madrid Fault Zone region.
This report further warns that catastrophic earthquakes in Asia and the sub-continent are, also, “more than likely to occur” with the 7.3 magnitude quake in Japan today being “one of at least 4 of this intensity” to occur during this same time period.

Russia warns the West against interference: Medvedev suggests that revolts in the Arab world were instigated by outside forces
Moscow is concerned that the turmoil in the Arab world aggravated by western interference may destabilise Russia’s restive North Caucasus and former Soviet Central Asia
-Although Russian leaders have not named any country, experts and politicians have pointed a finger at the United States.
“The Arab revolt may have begun as spontaneous protests, but the West has now moved to take the endgame under its control,” says Konstantin Kosachyov, chairman of the Foreign Affairs Committee of the State Duma. Analysts say the U.S. is using the same techniques in the Arab East it earlier used in staging “coloured revolutions” in the former Soviet Union — in Georgia, Ukraine and Kyrgyzstan. The Oil-Food Price Shock
When future historians attempt to trace the origins of the current turmoil in the Middle East, they will find that one of the earliest of the many explosions of rage occurred in Algeria and was triggered by the rising price of food. On January 5, young protesters in Algiers, Oran and other major cities blocked roads, attacked police stations and burned stores in demonstrations against soaring food prices. Other concerns—high unemployment, pervasive corruption, lack of housing—also aroused their ire, but food costs provided the original impulse. As the epicenter of youthful protest moved elsewhere, first to Tunisia and then to Egypt and other countries, the food price issue was subordinated to more explicitly political demands, but it never disappeared. Indeed, the rising cost of food has been a major theme of anti government demonstrations in Jordan, Sudan and Yemen. With the price of most staples still climbing—spurred in part by a parallel surge in oil costs—more such protests are bound to occur.

N. Korea Disrupts Current Military Maneuvers With Russian Device To Jam GPS
North Korea appears to be protesting the joint U.S. and South Korean military maneuvers by jamming Global Positioning Devices in the south, which is a nuisance for cell phone and computers users — but is a hint of the looming menace for the military.
The scope of the damage has been minimal, putting some mobile phones and certain military equipment that use GPS signals on the fritz.
Large metropolitan areas including parts of Seoul, Incheon and Paju have been affected by the jamming, but “the situation is getting wrapped up, no severe damage has been reported for the last two days,” Kyoungwoo Lee, deputy director of Korea Communications Commission, said.
The jamming, however, has raised questions about whether the Korean peninsula is bracing for new electronic warfare.
The North is believed to be nearing completion of an electromagnetic pulse bomb that, if exploded 25 miles above ground would cause irreversible damage to electrical and electronic devices such as mobile phones, computers, radio and radar, experts say.
“We assume they are at a considerably substantial level of development,” Park Chang-kyu of the Agency for Defense Development said at a briefing to the parliament Monday.

Middle East Unrest Could Harm WMD-Free Zone Talks

The unrest and revolutions sweeping through the Middle East have raised doubts over the potential for regional nations to hold previously planned talks focused on forming a weapons of mass destruction-free zone, Arms Control Today reported in its March issue (see GSN, March 1).
At the 2010 Nuclear Nonproliferation Treaty review conference in New York, member nations agreed to hold a 2012 meeting on “the establishment of a Middle East zone free of nuclear weapons and all other weapons of mass destruction.”
“We are absolutely committed” to the WMD-free zone meeting, White House WMD point man Gary Samore said in an interview last month. “But there’s a lot of uncertainty because of the unrest in the Middle East.”
